World Sailing Council approves update to Neutrality Policy in line with IOC recommendations
At a meeting held on Tuesday 9 June 2026, the World Sailing Council formally approved an update to the Neutrality Policy in line with new guidance from the International Olympic Committee (IOC).
The amendment to the policy, which governs the eligibility of Individual Neutral Athletes (AIN) in World Sailing competitions, lifts sanctions on all athletes from Belarus and clarifies that a crew of two persons does not constitute a team.
In addition, youth athletes from both Belarus and Russia will now be permitted to compete in youth competitions.
The amendment was passed with 22 in favour, four against and five abstentions.
Council also approved several proposals from its Committees, Sub-Committees and Commissions which will further improve governance within the sport.
Submissions related to Class Rules Interpretations, an amendment to the number of Para World Sailing titles, and a clarification to the Code of Ethics were also approved.
In addition, Council received updates on Para Sailing from World Sailing Vice President Dr. Sophia Papamichalopoulos OLY on progress made towards classification in alignment with the IPC, and approved amendments to the World Sailing Safeguarding policy which passed with 100% of votes in favour.
Council also received a recommendation relating to the competition formats for Olympic sailing, which aim to streamline competition and make the sport more attractive for broadcasters. The recommendation was passed with 31 votes in favour, one against and two abstentions.
