For the 470-M and 470-W classes it is not required to carry the National Flag in the mainsail. This changes Notice of Race 3.3.

In reference to Measurement Regulation 2.12 the OMC will report to the Race Committee the Tornados which have satisfactorily completed equipment control at 1800 on Thursday 14 August.

The spare spinnaker referred to in Measurement Regulation 8.5 shall be lodged with the Tornado Measurer before 1800 on Thursday 14 August.

On 14 August the Tornado and Star classes practice races will be on racing area D. Mark 1 and 1A for Tornado will be Yellow. This changes attachement 1, racing schedule.

From 15 August (inclusive) it is mandatory to carry the national flag on the mainsail. The flags are available in the measurement tent.

With reference to Notice to Sailors No. 11, there is no requirement for 'Look of the Games' logos on the sails of RS:X M and RS:X W.

From 10 August (inclusive) all boats shall carry the 'Look of the Games' logos in accordance with the notice of race. The logos shall be placed as indicated on the diagrams posted in the measurement tent.

For Yngling and Finn Class only.
For today's racing, on 9 August it is not required to carry 'Look of the Games' stickers in the sails.

This applies only to the Beijing2008 logo sticker.

For remaining racing days new instructions will be published as soon as possible.

MAST TRIM DOWNWIND

Q: Is it allowed to adjust the forestay rigging screw while racing?
A: No. The Yngling Class Rules are closed class rules (Yngling Class Rules, Part II, first sentence) do not specifically allow the adjustment of the forestay rigging screw and therefore under the closed class rules it is not allowed (ERS C.3.2).

Q: Can the jib halyard be used to trim a mast spar by attaching the sail head attachment, which is on the halyard, to anything other than the relevant sail head?
A: No, see YNGLING CLASS RULES INTERPRETATION, YNG2008_INT_070408.

Q: If the jib is up and there is tension on the jib halyard in such a way that the forestay is slack. Is that allowed?
A: Yes.

Q: If the jib is down and stored underneath the elastic cords on the foredeck for temporary storage of the jib as allowed in Class Rule C.7.2 (g) (30) and there is tension on the jib halyard in such a way that the forestay is slack. Is that allowed?
A: No, in that case the halyard still is used to trim the mast forward and violates YNGLING CLASS RULES INTERPRETATION, YNG2008_INT_070408.

Q: Is it allowed to roll the jib around the forestay and keep tension on the halyard going downwind?
A: No, this would be seen as Jib furling. It is specifically forbidden under Class Rule C.9.6 (c) (9).

Q: If the jib is down and stored underneath the elastic cords on the foredeck for temporary storage of the jib as allowed in Class Rule C.7.2 (g) (30) and the jib halyard is slack, but due the force applied to the head of the jib, the forestay which has less tension makes an angle because its pulled, would that violate the rules?
A: No, in that case the halyard is slack, therefore not in use.
The forestay length has not been adjusted by the allowed rigging screw, but the deflection of the forestay is caused because a specifically permitted action is undertaken.

Q: Is it allowed to remove the slack from the rigging by deflecting the forestay;
1) By hand?
2) Hanging off it using their hiking harness line?
3) Any other line?
4) With jib lowered to sheet the foot of the jib aggressively, beyond the tension required to stop the sail dragging in the water to take up slack?
A
1) Yes, no new equipment is introduced.
2) Then the hiking harness line would become a forestay control line which is not specifically permitted.
3) Any other line that has been used to remove the slack from the rigging by deflecting the forestay would be seen as a forestay control line which is not specifically permitted.
4) Yes, the jib is attached by hanks to the forestay and the jib sheet is used to trim the jib. These items are permitted by the class rules.

GYBING LINE

Q: Can the gybing line be used for pumping?
A: No. The gybing line is not a mainsheet and therefore cannot be used for pumping.

MAINSHEET RULES

Q: Can the mainsheet be used for gybing?
A: Yes the mainsheet can be used for gybing.

Q: Can the mainsheet be used for pumping?
A: Yes. The mainsheet can be used for pumping.
RRS 42.3 (c): Talks about pulling the sheet, not any particular part of the sheet.
This also implicates that e.g. 'pinching' the mainsheet around the final turning block to trim and pump the mainsail
downwind is not breaking any class rule.


Q: Can any part of the mainsheet be attached to the boom?
A: No. It can be attached to a block on the boom though.

Q: Can the gybing line be a part of the mainsheet?
A: No, they are separate items in the class rules, they also differ by the fact that the gybing line can be attached to the
boom where as the mainsheet cannot.

Q: Can the mainsheet consist of different types of line?
A: Yes, the mainsheet can be tapered or two or more types of line tied together.

In accordance with Measurement Regulation 1.2, the Olympic Measurement Committee met and considered the request for a ruling from Michael Jones(AUS) regarding Tornado spinnaker and bowsprit.

The following class rule interpretations were made:

Question:
Does the non-one design 'code zero' upwind spinnaker contravene the class rules?

Decision:
The concept of a smaller gennaker does not contravene the class rules.
Class Rule G.5.3 does not specify minimum dimensions.

Question:
Is a 'dolphin strike' permitted on the bowsprit?

Decision:
No. The addition of a compression strut and associated rigging below the bow sprit spar would contravene class rules F.5

Q. May the number of footstraps be changed during the event?
A. This notice is written permission that the number of footstraps may be changed when not racing providing it is never less than 5 nor more than 9.

Q. If two ‘light’ foot straps are fitted together with one screw in the board is it allowed to remove the top neoprene part of the bottom foot strap?
A. Yes, this notice is written permission to remove the top neoprene part as mentioned in the question.

Q. Is it permitted to fill the screw holes in the deck for the foot straps and the hole on the front deck?
A. No

Q. Is it permitted to modify the centerboard cover?
A. Yes, providing only the existing screw holes in the board are used and the class rules are complied with.

Q. How do I arrange a repair?
A. Report to the Measurer / Manufacturers Representative for permission.

Q. May the spare battens supplied to each competitor be taken on the water by a coach boat and be exchanged if the one in use is damaged?
A. Yes, and the Race Committee / Measurer notified if a batten is replaced.

Q. Can an extra pulley be added on the outhaul?
A. Yes

Until further notice for 470M /470W and Yngling classes, it is not required to carry the National Flag in the mainsail. This changes Notice of Race 3.3.

Instruction 12.1 (a)
Add new paragraph at end:
‘When Tornado and Star Classes are racing on racing area A, the Mark colour will be pink except for the Tornado class, Mark 1 and Mark 1a will be yellow.’

TRANSOM CHARACTERS

NOR rule 3.3 specifically changes Class Rule G.1.1 but not Class Rule D.1.4(e)
Though not mentioned in paragraph 3 NOR, the transom shall contain the nation code clearly displayed in characters of minimum height of 50mm.
Original sail number according to the certificate as well as a nation flag are permitted.


PORTABLE EQUIPMENT

Portable equipment as mentioned in Class rule C.5.1(b) can be attached to any part of the boat as long as its easy to remove without tools.


SPINNAKER SHEET FITTINGS

Fittings may be added on the deck moulding on each side for the sole purpose of retaining the spinnaker sheet on the boat.

All competitors in 470 and Yngling who already have mainsails with the national flag or national letters on them should leave them on the sail and contact their Class Measurer or Rob Taylor at the Measurement Tent.
