Request: The national code "SWE" was put on by the organizers in the measurement tent on our Star mainsail. The position of the letters are in the correct position but the port side is higher than the starboard side. We cannot take these oversize letters off the sail without risking damaging the cloth. As this happened through no fault of our own request permission to use the sail as is. Correcting the error by the organizers may affect our position in the regatta negatively.

Should we install it on the same position on the new bowsprit? 2) If the answer is yes, what to do if there is no time to do it? Could the measurer or the coach have a similar weight to install on the same place?

Request: Tornado fleet has two different gennaker shapes. In our opinion, if the goal of the spare is just to replace the racing gennaker when it is damaged, racing gennaker and spare gennaker should have similar performance and that means similar shapes. Normal gennaker and the new code0 have very different performance downwind and only code0 could be use upwind. For us it does not make sense to measure a code0 like racing gennaker and a normal gennaker like spare, could a Tornado do it?

Reply: The use of a spare spinnaker is controlled by M.R.8.5, and is only in the event of genuine damage. The race sail and the spare can be any sail which conforms to Tornado Class Rules.

The gennaker halyard cleat may be on the mast. 2) Spreaders-The edges may be trimmed to avoid carving jib and gennaker. This is deemed preventative maintenance. 3) Gennaker halyard block with attachment - the block and rope may be replaced with similar items(F.7.3 (C)).

If this was done then no boats would be able to claim a significant disadvantage from this error/omission.

Reply: No. The Notice of Race does not change the Tornado Class Rules. The Tornado Class adopts the Equipment Rules of Sailing (ERS). The ERS C3.1 define the class rules as 'The rules that specify the boat as she shall be used for racing'. The Tornado Class Rules Appendix C are not, therefore, class rules. They are conditions that the Tornado Class may impose on an event when they are organizing authority or by agreement between the Tornado Class and the Organizing Authority for a particular event, through the event sailing instructions. These rules have not been incorporated into the sailing instructions for this event and therefore have no standing.

Request: 1) Due to very specific Qingdao wind conditions, normally very light, current very strong and far distance of race area E (approx. 5 miles), in large number of situations it is not possible to reach area E without towing. 2) NOR defined a maximum number of coach boats per country taking in account the entry events of that country. So it is not possible to have a coach boat for each event. 3) NOC's has a limited number of officials for all sports and, in some situations, NOC's are not giving as many officials as sailing teams would like to have. 4) For towing 2 stars till area E it is needed a boat with engine over 70hp. 5)In conclusion, we may say that there are not enough coach boat, in quantity and power, to tow all stars to racing area E and from racing area E to marina. We kindly ask organization to provide towing from Olympic marina to race area E and from race area E to Olympic marina for the star class. A towing time-table could be defined according to race schedule.

Request: Please change the priority list for flags on mainsails so that Yngling is #1. I emphasize the fact that boats currently sailing with mainsails that have flags are disadvantaged. Jerome Pels emphasized today that the "look of the games" stickers should be on all sails so that those who currently have them are not disadvantaged. The flag on a Yngling mainsail is quite a bit larger and I assume that it is a bigger disadvantage. The organizers should take responsibility for installing the flags overnight and as soon as possible because if we wait until a reserve day we are disadvantaged every race we sail with the flag. I do not think the "extra work" and "inconvenience" burden should be placed on the teams that followed the original NOR and SI's. Please provide an answer by end of racing today.

With the Yngling rig in light conditions you have to pull some tension on the halyard of the jib to pull the mast forward. Question: Do you agree that by pulling the jib halyard in such a way that the forestay is slack you use the halyard beyond its intended function, which infringes the closed class rules and is in contradiction with YNGLING CLASS RULES INTERPRETATION, YNG2008_INT_070408? In Notice to Sailors No.9 MAST TRIM DOWNWIND you give answered the following question. Q: Is it allowed to remove the slack from the rigging by deflecting the forestay; 4) With jib lowered to sheet the foot of the jib aggressively, beyond the tension required to stop the sail dragging in the water to take up slack? A: 4) Yes, the jib is attached by hanks to the forestay and the jib sheet is used to trim the jib. These items are permitted by the class rules. The answers implies that it is allowed to sheet the foot of the jib aggressively when the jib is lowered, even beyond the tension required to stop the sail dragging in the water. Question: 1.How is it possible to trim a lowered jib? 2.Do you agree that if you sheet the foot of the jib beyond the tension required to stop the sail dragging in the water, you use a sheet beyond its intended function, which infringes the closed class rules?"

We run the risk of permanently damaging the mainsail by removing the flag but may be disadvantaged by its weight on the mainsail compared to sails that do not have a flag. When other countries carry the required flags we will pay for a new mainsail if the removal of the flag damage, the sail and the organizers are never able to provide flags for use by other countries?

This was a 4 hours project and with great skill and care exercised the flag is smooth and well attached to the sail. We have done exactly what the regulations have stated and we require that other countries do the same to provide fair competition. Any change in the regulations at this stage is extremely unfair and actually penalized our team for following the regulations. If the sticker is removed, we are further penalized for its proper installation by potentially damaging our best mainsail and will also be penalized by the very high probability.

Request: "Additional containers for packing" We are (Denmark) in a situation that we are allowed to have one container inside the venue and one in the Additional Container Area. We need additional containers for packing (one 40'). Schenker has informed that they are not allowed bring any additional containers before the 24th of August, but they will, if they get the permission to do so. We will (Denmark) leave the village and the venue on the 21st of August. Question: Will the Sailing Sub-committee allow Schenker to bring in additional containers into the Additional Container Area from the 19th of August? We are not the only country who needs additional containers for packing before the 24th.

The scale simply has a graduated scale that allows the crew to see the postion/tension of the scale for use. Scale is available for inspection by the Measurement Committee.

Request: We finished measurement on Aug. 2, and the stickers on the hull and main sail were sealed kindly by the "sticker" organiser team. However, the glue for the sticker is not good enough to hold the sticker on the main sail, and the national flag ones were stuck by adhesive tapes. The national flag sticker is too big in one piece, and it changes sail shape a lot by sticking on both sides. It will be quite possible to fall apart after short sailing, and I would like to ask those stickers to be much lighter material, and reliable manner of adhesive methods. (We were told by the "sticker team" that there is no replacement for mistake or loss/damage).

Request: 1)We would like to require SSCQD to study the possibility to permit P Accreditation Category to have the access to the sailing field of play during the competition time. 2) As it was approved last year during the test event, there is a high probability that due to the sailing conditions, races will have to be re-scheduled and it might be even necessary to accommodate the program so that men and women of the same class sail at different times. 3) I would like to highlight the fact that, during the test event, having a support boat for every sailor was essential not only for safety reasons but also for the observance of the schedule of races, which, with such a few hours of daylight and wind, would have been possible without each sailing boat being supported by a dedicated support boat. 4) As the whole Argentine Olympic delegation is not so large, the number of offcials of our NOC is allowed to enter is not enough. 5) Argentina takes part in 7 sailing events but our NOC allows the sailing federation to enter only four Ao coaches and two P coaches. 6) Presumably, countries with large NOC delegations are allowed to enter enough sailing Ao coaches, giving this a sporting advantage.

Reply: 1)+2) It is permitted to fill and fair the gap between the centreboard hull gasket and the hull, and fill and fair the centreboard gasket screw holes. 3) The centreboard gaskets should not be removed localised re-gluing of the centreboard gasket is permitted only under the supervision of the measurer.

Reply: 1)Qingdao Olympic Sailing Centre (The Olympic Marina) is not a part of the exclusion zone. Exclusion zone is the water area showed in the Attachment 2 of NoR.2)"Boat that have been entered" means the competition boats comply with the NoR 5 and 6. 3) For RS:X, Laser and Laser Radial, only the supplied equipment is allowed at the venue with the exception of competitors' own sails, which may be uesed while training. Tune-up boat for other classes should be stored inside the team containers on the venue or else where outside the venue.4) No restriction for a boat entered training on a racing area that have no race scheduled at that day.
