Anti-Doping - Notice to Olympic Sailors

ISAF are about to issue those athletes in the ISAF Registered Testing Pool who have not completed their Sailor Location Form with a Second Formal Warning, which if not responded to could lead to an Anti-Doping violation.
The top thirty crews (helm and crew) in each of the eleven Olympic events, as detailed in the ISAF World Sailing Rankings released on 1 June 2005, are in the ISAF Registered Testing Pool. This pool of 529 sailors are liable to out-of-competition testing and are required to submit Sailor Location Forms to the ISAF Secretariat detailing their whereabouts.

To date, 53 sailors have not yet retured their completed Sailor Location Forms. ISAF has communicated with the respective ISAF Member National Authorities for these sailors, but to date a response has not yet been received. Sailors are advised that if these forms are not received at the ISAF Secretariat by 1200 hours GMT on Friday 19 August 2005 they will be considered to have violated the World Anti-Doping Code, as detailed in ISAF Regulation 21.2.3, and may have a period of ineligibility from sailing for 3 months to 1 year.

The World Anti-Doping Code requires that it is the responsibility of athletes to update their location information as necessary so that it is current at all times. The ultimate responsibility for providing whereabouts information rests with each individual athlete.

If you are an athlete identified within the ISAF Registered Testing Pool and have not completed your Sailor Location Form, please contact your Member National Authority or ISAF immediately.

ISAF would like to draw your attention to the consequence of violating the World Anti-Doping Code, as detailed in ISAF Regulation 21.10.8:

'No person who has been declared ineligible may, during the period of ineligibility, participate in any capacity in an event or activity (other than authorized anti-doping education or rehabilitation programmes) authorized or organized by ISAF or any MNA.'

Athletes within the ISAF Registered Testing Pool should be aware that you can be selected for doping control at any time, anywhere. Once ISAF has received the Sailor Location Form, it remains the responsibility of the athlete to keep ISAF updated of location information at all times, and the athlete should be available for testing at the locations indicated on the form, as detailed in Clauses 14.3 and 15.2 of the World Anti-Doping Code:

'14.3: Athletes who have been identified by their International Federation or National Anti-Doping Organization for inclusion in an Out-of-Competition Testing pool shall provide accurate, current location information.'

'15.2: Out-of-Competition Testing is and should be initiated and directed by both international and national organizations. Out-of-Competition Testing may be initiated and directed by: (a) WADA; (b) the IOC or IPC in connection with the Olympic Games or Paralympic Games; (c) the Athlete's International Federation; (d) the Athlete's National Anti-Doping Organization; or (e) the National Anti-Doping Organization of any country where the Athlete is present.'

Athletes shall update their location information as necessary so that it is current at all times. The ultimate responsibility for providing whereabouts information rests with each athlete.

Please also note that any athlete in the ISAF Registered Testing Pool who is unavailable for testing on three attempts during any period of 18 consecutive months shall be considered to have committed an anti-doping rule violation pursuant to Regulation 21.2.3 and the athlete shall be considered ineligible for 3 months to 1 year. For each testing attempt, the Doping Control Officer shall visit all locations during the times specified by the athlete for that date and shall stay two hours at each location. Notification shall be sent to the athlete between each attempt which is to be counted as an unavailable test. (ISAF Regulation 21.5.4 (a) and (b)).
