At their recent meeting in early February 2001, the ISAF Executive Committee reviewed the consequences of the amended ISAF Eligibility Code,Regulation 21, ....
as some Member National Authorities had expressed concern about the application of the membership requirement required by Regulation 21.1.1(b),which states:

"(b) be a member of a Member National Authority or one of its affiliated organisations. Such membership shall be established by the competitor: being entered by the national authority of the country of which the competitor is a national or ordinarily a resident; or presenting a valid membership card or certificate, or other satisfactory evidence of identity and membership;" It should be noted that the issues brought to the attention of ISAF are not as a result of the introduction of 21.2.1.(h), which means the Code applies to all events using the Racing Rules of Sailing, but are a consequence of the application of 21.1.1 (b). " To prevent the application of the Eligibility Code having any undesirable consequences for sailing at the entry level, whilst ensuring that all participants in the sport of sailing are part of the MNA/Club structure and comply with Regulation 21.1.1(b), it is the intention of ISAF to allow and encourage Member National Authorities to define an MNA membership category or (temporary) club membership for specific events.

The ISAF Constitution Committee will be asked to make a recommendation for a modified, clearer Regulation 21.1.1 (b), which will be considered by the ISAF Council at the 2001 Mid-Year Meeting, 5-6 May 2001.
