The International Sailing Federation had received several submissions requesting the ISAF Council to re-open the existing decisions on Olympic Equipment made in November 2000 at its forthcoming meeting on 5-6 May 2001.
However, before being able to put such submissions on the table, the ISAF Council first had to determine whether they were prepared to change existing Regulation 6.1.1 requiring that:

"The final decision on the equipment (classes) for the next Olympic Regatta will be made at the ordinary meeting of the Council following the last Olympic Regatta."

After a vote amongst the Council Members, it was determined that Council wishes to comply with ISAF Regulation 6.1.1 and that there will be no re-opening of the discussion on the 2004 Olympic Events or Equipment as made in November 2000. The vote to not change Regulation 6.1.1 was:

29 in favour
8 against
1 abstain

Therefore the decisions made in November 2000 are final.
