In advance of their worldwide date of implementation on 1 January 2005, the ISAF Racing Rules of Sailing 2005-2008 and ISAF Equipment Rules of Sailing 2005-2008 have now been published online.
The six month leadtime gives ISAF Member National Authorities due time to prepare their own versions of the ISAF Racing Rules of Sailing 2005-2008 including the relevant national prescriptions.
Both publications have the changes to the rules highlighted by use of sidebars, assisting not only to pinpoint the changes but aid those countries who will be translating the documents.
Published online in a .pdf format, the documents have also been circulated to ISAF Member National Authorities in word format. An InDesign (print ready) version of the ISAF Racing Rules of Sailing 2005-2008 is also available for MNA's on request to the ISAF Secretariat.
The ISAF Racing Rules of Sailing 2005-2008 are effective worldwide on 1 January 2005, with one exception regarding RRS 40.2. At the 2004 ISAF Mid-Year meetings Council approved that RRS 40.2, whilst included in the ISAF Racing Rules of Sailing 2005-2008, is deferred to be effective on 1 January 2006 to provide due time for suitable harnesses to be more widely available:
"40.2 A trapeze or hiking harness shall have a device capable of quickly releasing the competitor from the boat at all times while in use."
In respect of the ISAF Equipment Rules of Sailing 2005-2008, the main changes come in the form of Section C.4 which has been changed from 'Measurement and Measurers' to 'Equipment Control and Inspection'. This follows a change in policy towards equipment measurement and is linked to the changes to the ISAF Technical Committee Structure. The changes allow for the adoption of In-House Certification (IHC), which relies on the manufacturer self-certifying its own equipment, instead of relying on an Official Measurer to provide the certification, which in turn leads to better traceability of equipment.
Please note that on 9 June 2004, ISAF published a preliminary text only version of the ISAF Equipment Rules of Sailing 2005-2008 to assist those classes currently using the ERS, to implement the appropriate changes before the 1 August ISAF Submission deadline.
