ISAF Training and Development

At the recent ISAF Mid-year Conference in Stresa, Italy both the ISAF Executive and Council voted in favour of the Development Symposium recommendations received in relation to a number of important deferred Submissions.
1. 001-11 (ISAF Nominated Expert)
The criteria for appointment were to be decided after an ISAF Development Symposium to be held in early 2012 and successfully presented to the ISAF Executive as outlined below:

Decision for appointment criteria:
(a) Practical Sailing / Coaching competence and experience at International level.
(b) Knowledge and understanding of coaching schemes in both Participation (learn to sail) and Performance (learn to race) pathways.
(c) National Qualifications / Certification (eg European Coaching Framework- EQF equivalent) from 'Recognized' training schemes (Dinghy, Keelboat, Windsurf, Multihull, Yacht, Kiteboard, Powerboat, VHF Radio, First Aid)
(d) Nominated for appointment by an ISAF Member National Authority (MNA).
(e) Appointment in accordance with article 6.3.3 of the Development and Youth Committee terms of reference.
Additional requirements:
• Assisting an existing expert in the running of one technical course prior to appointment.
• Attendance at a Continual Professional Development (CPD) event hosted by ISAF minimum period of once every two years.
• Appropriate working knowledge of Anti-doping (WADA) applicable to the level at which appointed and in accordance with latest available guidelines.

Suggested categories of nominated expert:
• 'Learn to Sail' - Discipline specific skills eg Dinghy, Keelboat, Multihull, Windsurf etc.
• 'Learn to Race' - Discipline specific skills eg Dinghy, Keelboat, Multihull, Windsurf etc.
• 'Inspectors' - High level multi discipline experience at National Level.
• 'Mentors' - for use with Development of National Structure (DNSS) - International level experience.

2. 043-11, 044-11, 045-11 (Recognition of National Yacht Training Programmes)
The ISAF Council approved the Submissions by a block vote for all 3 Submissions.
The existing MNA 'Recognized Training' Accreditation Inspection guidelines for Dinghy, Keelboat, Multihull and Windsurfing were also found to be fit for the purpose of the inspection of National Yacht Training Programmes, incorporating the following recommendations:
• Good practice and safety should be the focus of the Inspection and not the Levels and number certificates of participants that have been achieved nationally.
• Based on feedback from those MNAs that have experienced Inspection visits so far it is recommended that two ISAF Inspectors should be used for the purpose of Inspection during all 'Recognized Training' visits, helping to provide an 'instant' outcome decision moderated by both inspectors at the end of each visit.
• It is requested also that the Inspection visit should be shorter (currently set at maximum of 5 days) and focus more on National MNA Sail Training Programme Structures and not on 'practical facility' visits in order to reduce financial impact on MNA. The example of the International Tennis Federation (ITF) was given as they too had made this decision based on consultation with their members for a similar programme.
