One year after hosting a sailing officials' clinic in 2007, the Bulgarian Sailing Federation sponsored an International Judges Seminar in October 2008 in Sofia. The seminar was organized by BSF president, Stanislov Karrarov, who also attended clinic. Bulgarian International Judges, Kaman Fillyov and George Paunov assisted instuctors Pat Healy USA and Hans-Kurt Andersen DEN.
Seventeen individuals from ten countries attended the training. The three day program covered racing rules, protest procedures and some of the special challenges needed by national judges when first joining International Juries. The seminar finished on Sunday with the IJ test.
